Instrumentalization of the Concept “Smart City” in the development of medium-sized cities

Abstract

Though too early for the assessment in terms of implementation and
effects, the strategies on smart cities are assessed to be positive in terms of
providing the urban services effectively and efficiently, environmental quality
and protection, presenting he out very early indicator for short assessment in
terms of implementation and effects, effective and efficient delivery of urban
services strategy is on the mind of the city, environmental quality and
protection, facilitative and innovative opportunities for everyday life and so
on and on the other hand it is criticized that the city's focus on increasing
its power of economic competitiveness, and the fact that strategies on social
components remain in the background. The adverse effects of marketization of
the urban services on the low- and middle-income groups in issues such as
depression, social learning, and knowledge capacity on access to the service in
the areas outside of the provision of the service. Technology and scientific
developments has been a major force in the social relations in the course of
civilization history as well as the transformation of its relations with the
space. However, the instrumentality of the technology is closely associated
with the way of utilizing or using the “technology” in conversion of the
economic and social relations. The concept and strategies of "Smart
City" should be mainly associated with the protection of the environment,
medium sized cities in terms of ensuring a balanced spatial development through
economic and social egalitarianism and their social-economic, ecological and cultural
characteristics and also institutional capacities.

"Akıllı Şehir” Kavramının Orta Ölçekli Şehirlerin Gelişmesindeki Araçsallığı

Abstract



Henüz uygulama ve etkileri yönünden değerlendirmek için
erken olmakla birlikte, akıllı şehir üzerine olan stratejilerin kentsel
hizmetlerin etkin ve verimli sunumu, çevre kalitesi ve koruma, gündelik yaşamı
kolaylaştırıcı ve yenilikçi olanaklar sunması yönünde olumlu değerlendirmelerin
yanı sıra, kentin ekonomik rekabetçilik gücünü artırmaya daha çok odaklandığı,
toplumsal bileşenler üzerine olan stratejilerin ise arka planda kaldığı yönünde
eleştirilerde ortaya çıkmaktadır. Kentsel hizmetlerin piyasalaştırılmasının
düşük ve orta gelirli gruplar yönünden yaratacağı olumsuz etkiler, hizmet
sunumunun dışında kalan alanlarda çöküntü, toplumsal öğrenme ve bilgi
kapasitelerinin hizmete erişime etkisi,
 
şeklinde ifade edilebilir. Teknoloji ve bilimsel gelişmeler uygarlık
tarihinde toplumsal ilişkileri olduğu kadar ve onun mekânla kurduğu ilişkileri de
dönüştürmede önemli bir güç olmuştur. Ancak teknolojinin araçsallığı ekonomik
ve toplumsal ilişkileri dönüştürmede “teknolojiden” nasıl yararlanıldığı veya
kullanıldığı ile yakından ilişkilidir. “Akıllı şehir” kavram ve stratejilerinin
daha fazla doğal çevrenin korunması, ekonomik ve sosyal eşitlikçilik ile
dengeli mekânsal gelişmenin sağlanabilmesi yönünden orta ölçekli kentler ve
onların, toplumsal-ekonomik, ekolojik ve kültürel özellikleri ve de kurumsal
kapasiteleri ile ilişkilendirilmesi gerekmektedir.
