Ethical Principles and Publication Policy

ETHICAL PRINCIPLES
In the publishing process of our journal, it is very important that authors, publisher, referees, and editors comply with the standards of ethical principles. Publication ethics and policies specified by the Turkish Higher Education Council’s Directive on Scientific Research and Publication Ethics* and by the Committee on Publication Ethics (COPE)** are taken as a guide for ethical duties and responsibilities in all processes carried out within the scope of our journal. In terms of ethical assurance, the “Code of Conduct and Best Practice Guidelines for Journal Editors” and “Code of Conduct for Publishers” of COPE are adopted by our journal.

In this context; In cases that require “ethics committee permission” for scientific research, “ethics committee approval” must be obtained, this approval must be stated in the article and also documented. Information about the permission obtained (name of the board, date and number of the document) should be specified in the method section of the article.

PUBLICATION ETHICS AND MALPRACTICE STATEMENT
Editors, referees, authors, and publisher within the scope of "Dicle University Journal of the Institute of Natural and Applied Sciences" (DUFED) abide by the following rules in terms of publishing ethics.

Editors;

  • evaluate the manuscripts submitted to DUFED according to the publication quality (importance, originality, validity, comprehensibility of the study) and within the scope of the journal.
  • make decisions regardless of the individual characteristics of the article authors (gender, sexual orientation, political opinion, ethnicity, religion and race).
  • protect the personal information of the authors and referees and do not disclose to anyone other than the publisher.
  • keep privileged information or ideas confidential and do not use these for personal gain.
  • do not evaluate manuscripts related to the author or institutions to which they are linked because of any relationship or conflict of interest and therefore ask the editor-in-chief to consider the manuscript.
  • lead the review of the manuscript by at least two referees who are experts in their fields.
  • check the conformity of the manuscripts submitted to DUFED regarding plagiarism and ethical principles.
  • take sensitive precautions when ethical concerns arise about a proposed manuscript or published article. If unethical publishing behavior discovered years later, they investigate the situation again. They follow COPE Flowcharts. They publish relevant notes expressing correction, retraction or concern in the journal.
  • may ask for clarification from authors with whom conflicts of interest are perceived.


Reviewers;

  • with their reviews, help both editors to make decisions and authors to improve their articles.
  • refuse to review the manuscripts on topics they are not competent with and inform editors to contact other reviewers they consider to be more competent on the relevant topic.
  • keep confidential manuscripts they review and have been invited to review, or have declined an invitation to review.
  • contribute to authors to improve their articles with their objective criticism and supporting arguments.
  • identify the relevant important citations that should be included in the article to the author, and draw attention to the relevant reference to an important statement in the literature.
  • report to the editor the important similarities they discover between the article they have reviewed and any article.
  • provide information to the editor about their conflicts of interest.
  • do not use the unpublished material submitted by the authors for review (without the author's permission) in their research.
  • keep privileged information or ideas confidential and do not use these for personal gain. They also do not overlook the privacy policy for manuscripts they are invited to or refuse to review.


Authors;

  • present the findings of their research in detail and accurately, discuss and conclude objectively with correct references. Authors pay attention to the fact that the review articles they submit are accurate, objective, and comprehensive. They stay away from fraudulent or deliberate misrepresentation and plagiarism.
  • certainly quote when they use the work or words of others in their articles, and cite publications that are effective in determining the nature of the work.
  • do not submit an article published in another journal to DUFED for evaluation.
  • by recommending their articles to DUFED, authors are deemed to have declared that they do not submit their manuscripts to be published in more than one journal at the same time.
  • follow the "IEEE" reference style guidelines when referring.
  • When authors discover an error in their submitted manuscripts or articles, they immediately inform editors and cooperate with them to correct or retract the manuscripts or articles.
  • inform editors of any conflict of interest regarding their manuscripts.
  • make a statement that there is no conflict of interest in their submitted manuscripts.
  • make a statement of authors’ contribution rate in their submitted manuscripts.
  • would like to thank the persons or institutions who contributed, if any, in their submitted manuscripts.
  • clearly state the information about hazardous chemicals, procedures, or equipment they use in their work, if any, in their submitted manuscripts.
  • ensure that if they have human or animal participants in their work, they comply with relevant laws and institutional guidelines and that appropriate institutional committees approve them. For human participants, they add a statement to their manuscripts that an informed consent was obtained. Privacy rights regarding human participants are also respected.


Publisher;

  • review of unethical publishing behavior
  • in the event of alleged and proven scientific misconduct, fraudulent publication or plagiarism, the publisher, in close cooperation with the editor, takes all appropriate measures to clarify the situation and modify the relevant article. Precautions include publishing corrections of typographical errors, retracting the relevant article in a serious situation.
  • together with the editors, takes the right steps to prevent research abuses from occurring, under no circumstances does it encourage or knowingly allow such fraud to occur.


POLICY FOR PLAGIARISM
All manuscripts submitted to DUFED are screened with iThenticate Software Program. Articles with a similarity rate of more than 20% are immediately rejected.

DUFED follows the guidelines including in the Committee on Publication Ethics (COPE) flowcharts* to manage a plagiarism case.

In the case of suspected plagiarism in a published article:

  • The person who reports the case of plagiarism is informed about the process to be followed.
  • Articles’ similarities are compared.
  • Editors of DUFED are informed and asked for their comments about the matter.
  • Along with the documents to be shown as evidence for the plagiarism case, the relevant corresponding author is contacted and his / her response is requested about the matter.
  • If the author(s) is (are) found guilty of plagiarism, the editor of the journal in which the plagiarized original article was published and the authors of the plagiarized article are informed.
  • The online version of the article is withdrawn.
  • DUFED rejects the article suggestions of the authors involved in the plagiarism cases for three years.


PUBLICATION POLICY
Dicle University Journal of the Natural and Applied Science (DUFED) is a scientific, open access, peer-reviewed journal published twice a year (June and December). The publication language of the journal is Turkish and English. Original research and review articles prepared in accordance with research and publication ethics on engineering, architecture, basic sciences and agricultural engineering are published. No fees are charged from the authors for the acceptance, evaluation and publication of the articles.

A proposed manuscript is first reviewed by relevant experts under the editorship of the journal. The manuscript that is determined not to be prepared in accordance with the author guidelines, is sent back to its authors for correction. The peer-review process begins with the appointment of a relevant field editor to a manuscript that has passed the preliminary stage. The field editor also invites three (at least two) referees who are experts in their fields to evaluate the manuscript. With the positive evaluation of at least two reviewers and the opinion of the editor, it is decided to publish the manuscript. The names of the reviewers and authors are kept confidential during the manuscript evaluation process. The evaluation process is expected to be completed within 60 days. If this period is exceeded, the relevant field editor may appoint new reviewers. The reviewer process is completed with the positive (publishable) or negative (unpublished) opinions of at least two reviewers. After positive reviewer evaluations, the revision (major or minor) decision of the manuscripts is made by the field editor in line with the reviewers' recommendations. It is expected that the revision process of the manuscript (15 days) will be completed within a maximum of one month (if the authors request an extension). Otherwise, the relevant manuscript is returned to its authors. The final decision (acceptance or rejection) for the publication of the manuscript, whose peer-review process has been completed and reached the decision stage, is made by the relevant field editor.

It is accepted that the submitted manuscripts are not published in any medium or not recommended for publication. Otherwise, the manuscript will be rejected. In addition, the scientific, ethical and legal responsibility of the articles published within the scope of DUFED belongs to the author(s). DUFED cannot be held responsible.

It is mandatory to scan the manuscript with a plagiarism program (Turnitin or iThenticate) and upload the similarity report to the DergiPark System. Except for references, manuscripts with a similarity rate over 20% are rejected without being evaluated.

The Authors' Agreement and Commitment Form, in which the relevant information is filled in and signed by all authors, must be uploaded to the DergiPark System.

Authors should report that they have received an Ethics Committee Report in their manuscripts when necessary, and a copy of this report should be attached when necessary.

Authors should add their declarations about "acknowledgment", "conflict of interest", "declaration of ethical code" and "authors’ contributions" to the relevant section at the end of their manuscript.

DUFED is a diamond open-access journal which means that all content is freely available without charge to the user or his/her institution. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, without asking prior permission from the publisher or the author. This is in accordance with the BOAI definition of open access. In addition, authors are not charged article processing fees or publication fees - no fees whatsoever. Importantly, authors retain the copyright of their work and allow it to be shared and reused, provided that it is correctly cited.
