Evaluation of Pedestrian Roads in Sivas City Centre in Terms of Physical Disabled Uses

Abstract

The individual who is the building block of the society is not equal in every situation and all conditions. The most obvious example of this is the increasing number of individuals with disabilities. Due to certain reasons, these individuals who have various types of disabilities congenital or later are required to gain a seat in the society coequally and fairly. For this reason, developed and developing countries carry out innovative activities diversely to evaluate and involve the individuals with disabilities like other members of the society in each level. With the help of technology, the studies in both physical and communication space are aimed to involve disabled people to the society and to have equal rights with non-disabled people. Pedicab, scooter, battery operated cars, rising generation electronic organ implants and the transportation design are studies in order to include disabled individuals in the current life. On the other hand, all these tools and equipments are used by the old age population towards the end of the life is a common situation that we can easily observe in our environment. In this study supported by visual materials; it was determined that the ramps on the routes are unsuitable, the lack of warning systems, the vegetation is insufficient and there are obstructions in terms of reinforcement by referring to TS 9111, TS 12576, TS ISO 23599, TS 13536 standards. It has been concluded that generally it is appropriate, signs and lighting are sufficient.

Sivas Kent Merkezinde Yaya Yollarının Fiziksel Engelli Kullanımları Açısından Değerlendirilmesi

Abstract

Toplumun yapı taşı olan birey her durum ve şartta eşit değildir. Bunun en açık örneği günden güne artan sayısı ile engelli bireylerdir. Belirli sebeplerden dolayı doğuştan veya sonradan çeşitli engel türlerine sahip olan bu bireylerin, toplumun içerisinde eşit ve adil bir şekilde yer edinmesi gerekmektedir. Bu nedenle, gelişmiş ve gelişmekte olan ülkeler engelli bireyleri toplumun diğer bireyleri gibi her kademede değerlendirmek ve topluma dâhil etmek için çeşitli şekilde yenilikçi faaliyetler yürütmektedir. Teknolojinin yardımı ile gerek fiziksel gerekse iletişim alanında yapılan çalışmalarla engellilerin topluma dâhil edilmesi ve engelli olmayan bir birey ile eşit haklara sahip olması hedeflenmektedir. Pedicab, scooter, akülü arabalar, yeni nesil elektronik organ protezleri ve ulaşım yolları dizaynı, engelli bireyi güncel yaşama dâhil etmek için yapılan çalışmalardan bazılarıdır. Diğer yandan tüm bu araç ve gereçlerin yaşamlarının sonuna doğru yaşlı nüfus tarafından da kullanıldığı çevremizde rahatlıkla gözlemleyebileceğimiz yaygın bir durumdur. Bu çalışmada, Sivas kentinde fiziksel engelli bireylerin kentsel alan kullanımlarında memnuniyeti belirlemek için 4 adet güzergâh belirlenmiş, her bir güzergâh farklı bir engelli ile test edilmiştir. Görsel materyallerle desteklenen bu çalışmada, TS 9111, TS 12576, TS ISO 23599, TS 13536 standartları referans alınarak güzergahlarda rampaların uygunsuz olduğu, uyarı sistemlerinin eksikliği, bitkilendirmenin yetersiz olduğu ve donatı açısından engelleyicilerin olduğu belirlenirken, aynı güzergahlarda, kaldırım genişliklerinin yeterli olduğu, zemin döşemelerinin genellikle uygun olduğu, işaret levhalarının ve aydınlatmanın yeterli olduğu sonucuna varılmıştır.
