Kent meydanlarının kalitesi ve dirençliliğinin ölçülmesi: Erzurum Havuzbaşı Kent Meydanı ve Yakutiye Meydanı örnekleri

In this study, it is aimed to evaluate the usage levels of urban public spaces before and after the pandemic, within the framework of the concepts of competence, flexibility, immunity and resilience, and to offer suggestions on the design of urban public spaces that are resistant to crisis processes such as pandemics. In this context, the pre- and post-pandemic usage changes of the selected study areas in Erzurum (Havuzbaşı City Square and Yakutiye Square) were determined, and the data obtained were analyzed within the scope of the "Spatial Quality and Resilience Matrix in Urban Public Space" created by the authors. The components given in the matrix were evaluated according to their contribution to the quality and resilience of urban public spaces and their importance level, and the resilience scores of the selected study areas were calculated. According to the matrix analyzes of the urban public spaces selected from the city of Erzurum, Havuzbaşı City Square was found to be non-resistance to the pandemic process, while Yakutiye Square was found to be moderately resistant to the pandemic process. Within the framework of this determination, it can be said that Havuzbaşı City Square, which is not resistant, should be re-planned, and Yakutiye Square, which is moderately resistant, should be changed/transformed.

Bu çalışmada kentsel kamusal mekânların pandemi öncesi ve sonrası kullanım düzeyleri irdelenerek yeterlilik, esneklik, bağışıklık ve dirençlilik kavramları çerçevesinde değerlendirilmesi ve elde edilen sonuçlar dahilinde pandemi gibi kriz süreçlerine karşı dirençli kentsel kamusal mekânların tasarlanması konusunda öneriler sunulması amaçlanmaktadır. Bu kapsamda Erzurum kentinden seçilen çalışma alanlarının (Havuzbaşı Kent Meydanı ve Yakutiye Meydanı) pandemi öncesi ve sonrası kullanım değişikliği tespit edilmiş, elde edilen veriler yazarlar tarafından oluşturulan “Kentsel Kamusal Mekânda Mekânsal Kalite ve Dirençlilik Matrisi” kapsamında analiz edilmiştir. Matriste verilen bileşenler, kentsel kamusal mekânların kalitesine ve dirençliliğine sağladığı katkıya ve önem seviyesine göre değerlendirilerek seçilen çalışma alanlarının dirençlilik puanları hesaplanmıştır. Erzurum kentinden seçilen kentsel kamusal mekânların matris analizlerine göre Havuzbaşı Kent Meydanı’nın pandemi sürecine karşı dirençsiz olduğu, Yakutiye Meydanı’nın ise pandemi sürecine karşı orta dirençli olduğu tespit edilmiştir. Bu tespit çerçevesinde dirençsiz olan Havuzbaşı Kent Meydanı’nın yeniden planlanması gerektiği, orta dirençli olan Yakutiye Meydanı’nın ise değiştirilip/dönüştürülmesi gerektiği söylenebilir.
