Instrumentalization of the Concept “Smart City” in the development of medium-sized cities
Abstract
Though too early for the assessment in terms of implementation and effects, the strategies on smart cities are assessed to be positive in terms of providing the urban services effectively and efficiently, environmental quality and protection, presenting he out very early indicator for short assessment in terms of implementation and effects, effective and efficient delivery of urban services strategy is on the mind of the city, environmental quality and protection, facilitative and innovative opportunities for everyday life and so on and on the other hand it is criticized that the city's focus on increasing its power of economic competitiveness, and the fact that strategies on social components remain in the background. The adverse effects of marketization of the urban services on the low- and middle-income groups in issues such as depression, social learning, and knowledge capacity on access to the service in the areas outside of the provision of the service. Technology and scientific developments has been a major force in the social relations in the course of civilization history as well as the transformation of its relations with the space. However, the instrumentality of the technology is closely associated with the way of utilizing or using the “technology” in conversion of the economic and social relations. The concept and strategies of "Smart City" should be mainly associated with the protection of the environment, medium sized cities in terms of ensuring a balanced spatial development through economic and social egalitarianism and their social-economic, ecological and cultural characteristics and also institutional capacities.
