Katılımcı Tasarım Sürecinde Mekânın Yeniden Üretim Deneyimi: “Yaşayan Pamukkale Projesi”

There are two different approaches related to the reconstruction of space: The first is the approach of "waiting for social transformation to change the space," and the second is the approach of "expecting the transformation of space to trigger social change." In this context, the "Living Pamukkale Project" carried out in 2019 can be considered as a significant local effort for the reconstruction of space through a participatory process by addressing the natural and cultural riches of the Pamukkale village in terms of socio-economic development. The subject of this research is to examine the production process of the "Urban Design Architectural Project Competition" based on the evaluation of the tourism potential of Pamukkale village in the Pamukkale district of Denizli province, in terms of participation and collaboration. In other words, this research questions the process of the reconstruction of space in terms of participation through the "Living Pamukkale National Architectural Idea Project" within the context of tourism-development interaction. This project should be seen as the first "local partnership experience" for Denizli as it was carried out in collaboration with local civil society organizations, local governments, and local architectural offices. Undoubtedly, the experience of project production that focuses on the ability to act in partnership at the urban design level is thought to serve as an example for different urban design processes on various topics in the future.

Mekânın yeniden inşasıyla ilgili iki farklı yaklaşım bulunmaktadır: Birincisi, "sosyal dönüşümün mekânı değiştirmesini beklemek" yaklaşımıdır. İkincisi ise, "mekânın dönüşümünün sosyal değişimi tetiklemesini beklemek" yaklaşımıdır. Bu açıdan bakıldığında, 2019 yılında gerçekleştirilen “Yaşayan Pamukkale Projesi”, Pamukkale köyünün doğal ve kültürel zenginliklerini sosyo–ekonomik kalkınma odaklı ele alarak, katılımcı bir süreçte mekânın yeniden üretimine yönelik önemli bir yerel çaba olarak değerlendirilebilir. Bu araştırmanın konusu; Denizli İli, Pamukkale İlçesi’ndeki Pamukkale köyünün turizm potansiyellerinin değerlendirilmesi üzerine kurgulanan “kentsel tasarım mimari proje yarışması” üretim sürecinin, katılım ve iş birliği yönünden irdelenmesidir. Başka bir anlatımla, turizm–kalkınma etkileşimi bağlamında sosyo–ekonomik gelişme ağlanmasına yönelik olarak mekânın yeniden üretimi sürecinin “Yaşayan Pamukkale Ulusal Mimari Fikir Projesi” üzerinden “katılım boyutunda” sorgulanmasıdır. Bu proje, yerel sivil toplum kuruluşları, yerel yönetimler ve yerel mimarlık ofislerinin ortaklığında gerçekleştirilmesi yönüyle Denizli için ilk “yerel ortaklık deneyimi” olarak görülmelidir. Şüphesiz, kentsel tasarım düzeyinde ortak hareket etme becerisini esas alan proje üretimi deneyiminin, ileriki süreçlerde farklı konulardaki kentsel tasarım süreçlerine örnek olabileceği düşünülmektedir.
